Goa Tourism Launches Homestay and Bed & Breakfast Scheme to Boost Hinterland & Community-Based Tourism

Goa, known worldwide for its stunning coastline, is now taking a decisive step towards redefining the way visitors experience the state. The Department of Tourism has launched its Homestay and Bed & Breakfast Scheme, with the vision of bringing Goa’s vibrant hinterland and rural communities into the tourism spotlight

The launch was carried out by Hon’ble Chief Minister, Dr. Pramod Sawant, in the presence of Hon’ble Minister for Tourism, Shri Rohan A Khaunte; Hon’ble MLA Bicholim and Chairman of Infotech Corporation of Goa Ltd., Shri Chandrakant Shetye; Hon’ble MLA Mayem, Shri Premendra Shet; Secretary Tourism, Shri Sanjeev Ahuja, IAS; Director Tourism, Shri Kedar Naik; and Managing Director, Shri Kuldeep Arolkar at the PAC Hall, Secretariat, Porvorim.

This initiative is a key part of Goa’s broader strategy to diversify its tourism offerings beyond beaches and reinforce the state’s positioning as a model for Regenerative Tourism in India.

A Stronger, More Accessible Scheme

Originally conceptualised as a policy, the Homestay and Bed & Breakfast model has now been reframed into a comprehensive scheme with enhanced benefits and simplified procedures. The revised framework offers:

  • Fiscal & non-fiscal incentives
  • Simplified registration processes
  • Quality classification systems
  • Marketing & training support

These measures aim to make it easier and more rewarding for Goans—especially those in rural areas—to host travellers, preserve cultural heritage, and generate sustainable income.

Under the scheme, eligible homestays in the talukas of Sattari, Sanguem, Dharbandora, Bicholim, Canacona, Ponda, and Quepem will receive :

  • A one-time grant of ₹2,00,000
  • Listing on official Goa Tourism platforms
  • Subsidised participation in domestic trade fairs
  • Professional training and exposure visits

The scheme will remain valid for five years, with the possibility of further extension by the Department.

Goa Beyond Beaches – A Step Towards Regenerative Tourism

The launch aligns with Goa Tourism’s flagship campaign ‘Goa Beyond Beaches’, encouraging visitors to immerse themselves in the state’s villages, culture, and natural heritage. By supporting community-led stays, the scheme aims to distribute tourism benefits more evenly across the state while reducing pressure on popular coastal belts.

Applicants can register via the www.goaonline.gov.in portal or through offline channels. Homestays will be categorised under Gold and Silver ratings, with periodic inspections and quality checks to ensure high service standards.

Building a Sustainable Tourism Future

This initiative is expected to open new economic avenues for local communities, foster women and youth entrepreneurship, and preserve Goa’s intangible cultural heritage. By bringing tourists closer to the authentic Goan way of life, the scheme strengthens the state’s identity as a destination that values its people as much as its places.

The event concluded with remarks from Mr. Deepak Narvekar, Deputy General Manager (Marketing), GTDC, who compered the proceedings, and Mr. Kabir Shirgaonkar, Director of the Department of Information Technology, who briefed the gathering on new IT Department schemes. A vote of thanks was delivered by the Deputy Director, Department of IT, acknowledging the participation and support of all dignitaries and stakeholders. With this launch, Goa Tourism has sent a clear message: the future of travel in Goa lies not just in sun and sand, but in the heart of its villages.
